President Mnangagwa Orders By-Election for Nkulumane Seat
President Emmerson Mnangagwa on Thursday proclaimed a by-election to fill the vacant Nkulumane National Assembly seat following the death of incumbent Member of Parliament Desire Moyo last month.
Moyo, a Zanu-PF legislator representing the Bulawayo constituency, died on accident last month.
The Speaker of Parliament formally notified the President of the vacancy on October 31, triggering the constitutional process for a replacement.
Under Statutory Instrument 169A of 2025 and Proclamation 6 of 2025, President Mnangagwa set November 20 as nomination day at the Magistrates’ Court in Bulawayo and December 20 as polling day if a contest occurs.
The proclamation cites section 39(2) of the Electoral Act, which mandates the President to call a by-election within 90 days of being informed of a parliamentary vacancy.
Nkulumane, a traditionally opposition-leaning urban seat, has been held by CCC since the 2023 harmonised elections.
